i would like to install vynil siding, but i have now hardiplank, can i install siding on top of it?

i wouldn't suggest replacing your hadie plank with vinyl unless your hardie plank needs to be replaced or damaged. nevertheless, if needed, you may remove the hardie plank and install your vinyl siding. installing the vinyl siding on top of your hardie plank may cause problems during installation.
